Tabletop Exercise System Technology [TEST]

One way to prepare for natural and manmade disasters is through training, and one of the best ways to train the members of your organization, association, agency or business is by participation in discussion based or tabletop exercises.

While traditional tabletop exercises can be effective, they can also be limited by their one-size-fits-all approach, the skill of the facilitator, and inefficient capturing of information for later use.

To address those limitations, the Center for Disaster Risk Policy at Florida State University developed the Tabletop Exercise System Technology, or T.E.S.T.

T.E.S.T. is a first-of-its-kind, computer-based, tabletop exercise system that simplifies the development, delivery, and after-action reporting of training exercises. With T.E.S.T., just one facilitator can accommodate large audiences of over 100 participants. In fact, the number of users is limited only by the availability of computers.

T.E.S.T. is specially designed to:

  • Apply to a wide range of situations and clients
  • Facilitate large audiences
  • Quickly modify scenarios during training
  • Energize audiences and keep their attention
  • Involve more participants in discussion
  • Standardize quality delivery
  • Reduce facilitator workload
  • Allow easy development of new training exercises
  • Capture lessons and provide immediate reports to participants on site

T.E.S.T. has been used to train and exercise over 800 agencies and over 4000 federal, state and local governmental officials to respond to such disasters as avian flu, bioterrorism attacks, hurricanes and food-borne contamination.

Disaster Housing Resources Online [DHR]

Disaster Housing Resources Online (DHR) is a unique partnership between the Florida Public Affairs Center, FEMA, the Federal Emergency Management Agency (part of the U.S. Department of Homeland Security), and state agencies, associations, and housing organizations in seven southern states. DHRonline was launched a year Floridians who lost their homes during the active 2004 hurricane season. Then, in just over ssix weeks time, Florida was struck by the force of four back-to-back hurricanes.

At DHROnline, realtors and property owners in Alabama, Arkansas, Florida, Georgia, Louisiana, Mississippi, and Texas can quickly and easily register their available listings with photos and detailed descriptions of the properties. Disaster victims simply enter their state, specify the city or county they wish to search, enter a price range and the number of bedrooms and bathrooms needed. Available housing that meets their specific needs will be displayed on the screen. This service is free of charge to Realtors, property owners and disaster victims.

Florida Resource Idenification Strategy Database [RIS]

The Resource Identification Strategy database, a partnership program between the Department of Community Affairs and the Florida Public Affairs Center at Florida State University, contains information on historical and potential funding sources for disaster preparedness, response, mitigation, recovery, and long-term redevelopment projects funded by federal, state, and other organizations. The database is designed to be representative - that is, it provides traditional and non-traditional sources and project examples rather than a comprehensive listing of projects. Program and project data will continually be added and updated.
